Is the brass comb safe to use on all carpets?
Not without testing first. Joseph Joseph recommends always trying the brass comb on a small, inconspicuous area of any carpet before cleaning a visible section. If the test pulls out an excessive number of fibres, you should use only the rubber blades on that surface and avoid the brass comb entirely. The rubber blades are the safer default for any carpet where you are unsure, and the comb is best reserved for tougher short pile where you have confirmed it causes no damage.

What types of carpet or rug is this tool not suitable for?

Rubber blades and vacuum suction address carpet hair in completely different ways. A vacuum creates airflow that lifts loose surface debris. A rubber blade creates friction and static contact with the pile, which causes hair that has been pressed into the weave to clump together and lift out. These are genuinely different cleaning mechanisms, which is why a rubber-blade tool can remove hair that a vacuum passes over repeatedly without shifting.
Long pile and short pile carpets behave very differently and need different tools. In a long pile carpet, hair works its way down between the fibres and tends to clump when agitated, making rubber blades effective at gathering it out. In short pile, the fibres are more tightly packed and hair can sit compressed at the surface, where a comb that separates the fibres is more effective than a blade that skims across them. A tool designed for one pile type is noticeably less effective on the other.
Many homes have more than one carpet pile type without their owners realising. A living room rug might be long pile, a hallway runner might be short pile, and a stair carpet might be something in between.
